1. Call to Order

The Chairperson, David Harrington, called the meeting to order at 6:30 p.m. on Tuesday, December 20, 2005, in the Library at Barre Town Middle and Elementary School, 70 Websterville Road, Barre Town, VT. A flag salute followed.

2. Visitors and Communications

A. Public Comment

Mr. Harrington asked for a moment of silence in remembrance of five victims of a recent fire in Barre, including two sisters who were students at BTMES.

Mr. Kirkland commended the administration, teachers, staff, and Superintendent for their attention to helping students deal with the tragedy.

Mrs. Gossens announced a memorial service would be held at the Barre Auditorium at 4:00 p.m. on Thursday, December 22, 2005. She said there would be no preschool that day, and there would be an early dismissal at 12:30 p.m. for grades 5-8, and 1:30 p.m. for grades K-4.

Mrs. Lamb thanked participants for their generosity in making the annual David Stefaniak Holiday Drive such a success, announcing that 31 families were served, a 30% increase over previous years.

3. Consent Agenda

A. Minutes of December 7, 2005 Regular Board Meeting
B. Warrants

On a motion by Mrs. Buzzell seconded by Mr. Gagne, the Board unanimously voted to approve the warrants, and minutes of December 7, 2005, as submitted.

4. Board Action Items

A. Second and Final Reading of Independent Student Evaluations Policy (JLDAC)
B. Second and Final Reading of Early Dismissal of Pupils Policy (JLIB)
C. Second and Final Reading of Release of Pupil Names Policy (JRB)

On a motion by Mrs. Lamb seconded by Mr. Kirkland, the Board unanimously voted to approve the second and final reading of Independent Student Evaluations Policy (JLDAC), Early Dismissal of Pupils Policy (JLIB), and Release of Pupil Names Policy (JRB), as submitted.

5. Board Discussion Items

A. Student Presentation – Development of a River Project Using School Technology

Mr. Lembke, science teacher, and 7th grade students Jenna Howard, Hailey Cyr, and Curtis Desmarais provided a PowerPoint presentation of the annual project.

B. FY ’07 Proposed Barre Town Budget Draft

Ms. Anderson provided a brief PowerPoint presentation to discuss the FY ’07 $8,910,948 budget, which represented a 3.04% increase, or $262,589. She said regular education costs increased by 2.44% while special education costs were up by 5.21%, and explained based on a significant drop in student enrollment, the budget proposal included the elimination of one teaching position, two regular education para-educator positions, however, the addition of one custodial/bus driver position.

The Board discussed an option of taping a budget presentation similar to that done by the Town Select Board, which would include highlights of recent capital improvements such as the windows/door replacement project, mobile lab additions, etc., and would air a minimum of four times prior to the March Town Meeting date.

On a motion by Mr. Gagne seconded by Mrs. Buzzell, the Board unanimously voted to spend no more than $500.00 for the purpose of informing taxpayers on the contents of the FY ’07 budget.

C. Class Size Committee Report

Discussion on this item was postponed to a meeting in January.

D. Income Sensitivity Presentation

Ms. Anderson provided a brief PowerPoint presentation to explain the State of Vermont’s property tax rebate and Act 68 income sensitivity programs. She said for further information taxpayers should visit www.state.vt.us/tax, call the State of Vermont Department of Taxes toll free within Vermont at 1-866-828-2865, or local and out-of-state at 802-828-2865.

E. Barre Town Information Technology Activities, Plan, and Statistics

The Board agreed to discuss this issue in executive session.

6. Old Business

The Board reviewed and determined the existing Old Business items would be addressed at the January 4th meeting.

Superintendent: List of improvements to building & programs (8/17)
BTMES Admin: Energy Report (12/7)

Ms. Anderson referred the Board to their packet and explained the modified plan regarding the annual distribution and updating of student data sheets.

7. Regular Reports to the Board

The Board was provided written reports in their packets.

A. Superintendent’s Report

Dorothy Anderson had nothing to add to her report.

B. Principal’s Report

Mr. Crowley shared information on current and upcoming events, which may be viewed on the school Web site at www.BTMES.org.

C. Committee Reports

All Committee meetings are held in the BTMES 2nd floor conference room. Approved minutes for each Committee can be viewed on the Website at www.BTMES.org.

  • Facility & Transportation Committee
    The next meeting is scheduled for December 21, 2005, at 4:30 p.m. (3rd Wednesday monthly)
     
  • Curriculum & Teacher Support Committee:
    The next meeting is scheduled for January 4, 2006, at 8:00 a.m. (1st Wednesday monthly)
     
  • Finance & Budget Committee:
    The next meeting, typically at 8:00 a.m. on the 2nd Thursday monthly, will be announced.
     
  • Policy & Communication Committee:
    The next meeting is scheduled for January 24, 2006, at 6:00 p.m. (4th Tuesday monthly)
     
  • Class Size & Student Enrichment Committee
    The next meeting is scheduled for January 3, 2006, at 8:00 a.m. Future meetings will be announced.

8. Bi-Monthly Reports to the Board (2nd meeting of the month)

A. Curriculum Director’s Report  - Dr. Paul Moccia reviewed his 12/12/05 written report.

B. Special Services Director’s Report - Laurie Gossens had nothing to add to her report.

C. Technology Coordinator  -  Tommy Walz had nothing to add to his report.

D. Supervisory Union

Mr. Kirkland advised the Board the first round of superintendent interviews were scheduled for January. The next SU meeting is scheduled for January 12, 2006.

B. Personnel Matters

At 7:40 p.m. on a motion by Mr. Kirkland seconded by Mrs. Buzzell, the Board unanimously voted to enter into executive session pursuant to Title 1 §313, to discuss contract negotiations, and personnel matters.

Ms. Anderson, Dr. Moccia, Mrs. Gossens, Mr. Crowley, and Mr. Walz were invited into the executive session.

At 9:35 p.m. the Board exited executive session.

11. Next Meeting Dates

Meetings are held on the first and third Wednesday of the month. The next Barre Town School Board meeting dates are:

January 4, 2006 – 6:30 p.m.
January 18, 2006 – 6:30 p.m.

12. Adjournment

On a motion by Mr. Gagne seconded by Mrs. Buzzell, the Board unanimously voted to adjourn at 9:36 p.m.
