1. Call to Order

The Chairperson, David Harrington, called the meeting to order at 6:35 p.m. on Wednesday, December 7, 2005, in the Library at Barre Town Middle and Elementary School, 70 Websterville Road, Barre Town, VT. A flag salute followed.

2. Visitors and Communications

A. Public Comment

Mr. Gagne mentioned the Green Up Day poster competition deadline of January 31st, and committed to following up with further information to the administration.

Mr. Kirkland advised the Board an abutter to the school with eight acres and home has offered the sale of their property to the school. Upon discussion it was agreed to pass on any new land acquisitions at this time.

Mr. Harrington publicly thanked eight BTMES staff members for their cost-savings ideas, of which he said some were referred to the administration for further details and investigation. On behalf of the Board, Mr. Harrington asked for thank-you cards and Hilltop Restaurant gift certificates to be distributed to the eight staff members.

On a motion by Mrs. Buzzell seconded by Mr. Gagne, the Board unanimously voted to approve the warrants, and minutes of November 16, 2005 and November 21, 2005, as submitted.

4. Board Action Items

A. Barre Town Para-Educators Association Agreement

Ms. Anderson reviewed the contents of the successfully negotiated three-year contract, which included professional day flexibility, increases in working days, access to insurance, and salaries.

On a motion by Mrs. Lamb seconded by Mr. Kirkland, the Board unanimously voted to approve the November 17, 2005, Barre Town Para-Educator Association Agreement, as ratified by the Barre Town Para-Educator Association.

B. First Reading of Library and Instructional Materials Selection Policy (IJK)

C. First Reading For Removal:
Public Concerns/Complaint About Instructional Materials Policy (KEC-IM (LM-E, E1, E2))

D. First Reading for Removal:
Public Concerns/Complaint About Library Materials Policy (KEC-LM and KEC-IM-E2)

Ms. Anderson advised that new policies being considered would replace the removed policies KEC-IM (LM-E, E1, E2) and forms and procedures of KEC-LM and KEC-IM-E2. The Board discussed whether it was appropriate to include prohibitive language, with respect to rated materials. Ms. Anderson will invite the school Librarian, et al, and gather relevant information to determine and assure that censorship issues were not violated by adding prohibitive language.

On a motion by Mrs. Buzzell seconded by Mr. Gagne, the Board unanimously voted to remand the policies Library and Instructional Materials Selection Policy (IJK), Public Concerns/Complaint About Instructional Materials Policy (KEC-IM (LM-E, E1, E2)), and Public Concerns/Complaint About Library Materials Policy (KEC-LM and KEC-IM-E2), back to the Policy Committee for housekeeping and re-submittal at a later date.

E. First Reading of Independent Student Evaluations Policy (JLDAC)

On a motion by Mrs. Lamb seconded by Mr. Gagne, the Board unanimously voted to approve the first reading of Independent Student Evaluations Policy (JLDAC), as submitted.

F. First Reading of Early Dismissal of Pupils Policy (JLIB)

On a motion by Mr. Gagne seconded by Mrs. Buzzell, the Board unanimously voted to approve the first reading of Early Dismissal of Pupils Policy (JLIB), as submitted.

G. First Reading of Release of Pupil Names Policy (JRB)

On a motion by Mrs. Buzzell seconded by Mrs. Lamb, the Board unanimously voted to approve the first reading of Release of Pupil Names Policy (JRB), as submitted.

5. Board Discussion Items

A. FY ’07 Proposed Barre Town Budget Draft

Ms. Anderson provided a brief PowerPoint presentation to introduce the FY’07 (DRAFT #4) $8,910,567 budget, which represented a 3.03% increase, or $262,208. She said regular education costs increased by 2.44% while special education costs were up by 5.21%. Ms. Anderson explained as a result of a 52 student drop in enrollment, the budget proposal included the elimination of one teaching position, two regular education para-educator positions, and the addition of one custodial/bus driver position.

Mr. Harrington said the Board would be voting on the budget at the January 4th meeting and encouraged community members to share their reaction, suggestions, etc. to the budget with any of the Board members, administrators, and/or Superintendent.

6. Old Business

The Board reviewed and determined the existing Old Business items would be addressed at the January 4th meeting.

7. Regular Reports to the Board

The Board was provided written reports in their packets.

A. Superintendent’s Report

Dorothy Anderson explained the Barre Education Association (BEA) negotiates for both the Barre City and high school pare-educators and teachers. She advised that teachers could strike on Friday, December 12th, if Thursday’s negotiation meeting was unsuccessful. She said the potential strike would not affect BTMES students, only the Barre City and Spaulding High School students. Ms. Anderson advised parents to listen to local radio and television stations for announcements on Friday morning, and advised parents who require daycare to have their contingency plans in place. She said certain district employees, i.e. administrators, custodians, clerical personnel, and tech team would be working, and in the buildings.

Ms. Anderson also spoke of the Legislative Breakfast held on December 6th in the Green Room at the SHS/BTS Campus. She said while the turn out of only three Legislators was disappointing, it was a productive discussion with the Legislators’ indicating the priority topics for the upcoming session would include a statewide school calendar, and a statewide teacher’s contract, which would also include healthcare language.

B. Principal’s Report

Mr. Crowley shared information on current and upcoming events, which may be viewed on the school Web site at www.BTMES.org.

C. Committee Reports

All Committee meetings are held in the BTMES 2nd floor conference room. Approved minutes for each Committee can be viewed on the Website at www.BTMES.org.

  • Facility & Transportation Committee
    The next meeting is scheduled for December 21, 2005, at 4:30 p.m. (3rd Wednesday monthly)

Mr. Harrington also referred the Board to notice of a $39K state aid reimbursement for the new doors and windows replacement project. The Facility Committee will bring recommendations to the Board at a later date, for additional replacements.

  • Curriculum & Teacher Support Committee:
    The next meeting is scheduled for January 4, 2006, at 8:00 a.m. (1st Wednesday monthly)
     
  • Finance & Budget Committee:
    The next meeting is scheduled for January 12, 2006, at 8:00 a.m. (2nd Thursday monthly)
     
  • Policy & Communication Committee:
    The next meeting is scheduled for January 24, 2006, at 6:00 p.m. (4th Tuesday monthly)
     
  • Class Size & Student Enrichment Committee
    The next meeting is scheduled for December 15, 2005, at 8:00 a.m. Future meetings will be announced.

8. Bi-Monthly Reports to the Board (2nd meeting of the month)   None

9. Other Business

Mr. Kirkland advised the Board he was working with Dr. Riggen on an “Energy Study”, which would be provided at a later date. The study will include BTMES information on oil, electricity, and wood consumption and savings over the past several years.

Meetings are held on the first and third Wednesday of the month. The next Barre Town School Board meeting dates are:

December 20, 2005 – 6:30 p.m. ** Note this is a change in the schedule
January 4, 2006 – 6:30 p.m.
January 18, 2006 – 6:30 p.m.

12. Adjournment

On a motion by Mr. Gagne seconded by Mrs. Buzzell , the Board unanimously voted to adjourn at 8:20 p.m.
