Call to Order The Chairperson, David Harrington, called the Wednesday, February 4, 2009, meeting to order at 6:04 p.m., which was held in the Barre Town Middle and Elementary School Library, 70 Websterville Road, Barre Town, VT. A flag salute followed. 2. Visitors and Communications
Mr. Kirkland invited interested people to attend the Barre Supervisory Union Art Show at the Aldrich Public Library on February 17, 2009, from 6:00 to 7:30 p.m. Mr. Kirkland passed a card for signature, and advised the Board that Dick Swift, a former BTMES custodian, volunteer, sub, and very much loved by the students member of the Barre Town school community, would be celebrating his 80th birthday on February 13th. In conclusion Mr. Kirkland advised the Board of his February 3, 2009, attendance, along with Mr. Bond, at Barre Town Select Board’s recognition of Charlie Fantoni for his many, many years of municipal service in the capacity of select board member and most prominently associated with the water committees and water districts. Mr. Kirkland said after successfully meeting several thresholds, the Town was able to name the Route 302 round-a-bout in Mr. Fantoin’s honor and that a plaque would also be placed there. He said the Governor, and several legislative members that also sponsored a House Resolution in his honor were also in attendance to recognize Mr. Fantoni. Mrs. Buzzell provided a reminder of the upcoming Central Vermont Building Bright Futures Barre Area Success by 6 (SX6) Dabble Day on February 7, 2009, at the SHS Cafeteria from 10:00 to 12:30 p.m., where free snacks and drinks would be served, and children under age 6 would receive a free book. 3. On a motion by Mrs. Buzzell seconded by Mr. Kirkland, the Board voted to approve the warrants, and minutes of January 21, 2009, as submitted. 4. Board Action Items None 5. Board Discussion Items
Mr. Harrington advised the Board and community of the March 2, 2009, 7:00 p.m. pre-election day budget presentation to be held in the BTMES cafeteria. He briefly discussed the budget and advised that the Barre Town tax rate for SHS and BTMES education would decrease slightly from $1.154 to $1.149. Along with other Board members, Mr. Harrington encouraged taxpayers to support the budget and to vote at Town Meeting on March 3, 2009. 6. Old Business None 7. Regular Reports to the Board
All Committee meetings are held in the BTMES 2nd floor conference room. Approved minutes for each Committee can be viewed on the Website at www.btmes.org.
However, Mr. Harrington cautioned and encouraged Board members [moving forward] to be mindful of the incremental and cumulative impact on Administrators and staff when implementing new expectations and policies. He said as a result of recent contract negotiations that it was brought to his attention, as an example, that a playground/recess expectation to keep kids active/moving, etc., which was a very good idea, was another added, or cumulative, responsibility for faculty and staff.
Mr. Crowley provided an oral report, which included information on several topics such as a YMCA February Vacation program, Winooski Valley jazz band festival, back pack conversation and resolution, initiation of an automatic/automated phone school emergency announcement system shortly, and staff meeting information. 8. Other Business The Board discussed the potential availability to funds as a result of the government’s economic stimulus package in the areas of Title 1, IDEA-B, and school modernization. The Board agreed it was prudent to be prepared in the event the funds become available soon, and applications were to be submitted. Mr. Crowley volunteered to work with Mr. Hazzard to develop technology proposals, and Mr. Kirkland will work with Mr. Murray to develop project lists such as energy efficiency, kitchen upgrades, and indoor/outdoor lighting improvements. 9. Executive Session
At 7:05 p.m. on a motion by Mrs. Buzzell seconded by Mr. Kirkland, the Board unanimously voted to enter into executive session, pursuant to Title 1 § 313, to discuss contract negotiations, and personnel matters. Mr. Crowley was invited into the executive session. At 9:55 p.m. the Board exited executive session. 10. Next Meeting Dates Meetings are held at 6:00 p.m. on the first and third Wednesday of the month, unless noted. The next Barre Town School Board meeting dates are:
