1. Call to Order

The Chairperson, David Harrington, called the meeting to order at 6:33 p.m. on Wednesday, February 1, 2006, which was held in the Barre Town Middle and Elementary School Library, 70 Websterville Road, Barre Town, VT. A flag salute followed.

2. Visitors and Communications

A. Public Comment

Mrs. Buzzell thanked Mr. Crowley for his very interactive participation as a reader at the “Milk & Cookies” event at the Aldrich Library on January 25, 2006, which drew 101 children under the age of six.

Mrs. Buzzell also invited children to participate in Dabble Days, an event on February 4, 2006, which will be held in the Spaulding High School cafeteria from 10:00 a.m. to 12:30 p.m. and is also sponsored by the Central Vermont Early Childhood Council and Barre Area Success by Six Program. All children participating will receive a free book.

Terry Salvadore, School Bus Coordinator, appeared before the Board to brief them on a current bussing situation. She explained due to personnel matters that children who ride on busses 1, 11, and 12 would not be transported to or from school on various days during the period of time from January 31st and February 10th. Also discussed were the dilemmas that plague adequate bus driver staffing.

3. Consent Agenda

A. Minutes of January 18, 2006 Regular Board Meeting
B. Warrants

On a motion by Mr. Gagne seconded by Mrs. Buzzell, the Board unanimously voted to approve the warrants, and minutes of January 18, 2006, as submitted.

4. Board Action Items

A. FY ’05 Audit

Theresa Kajenski appeared before the Board to present the FY ’05 unqualified audit results. She said the June 30, 2005 fund balance was $349,717 of which $150K was reserved for the FY ’06 budget and $229,717 left unreserved.

Mr. Harrington pointed out of the $229, 717 unreserved balance $130K was allocated for the FY ’06 window and door project, and the balance of $99,717 was reserved in the FY ’07 budget.

Mr. Jakob, Mr. Crowley, and Dr. Riggen will provide a corrective action report to the Finance Committee at their March meeting regarding planned controls and procedures for the Student Activity account.

On a motion by Mr. Kirkland seconded by Mr. Gagne, the Board unanimously voted to approve and accept the FY ’05 audit, as presented.

B. Revisit Employee Negotiating Organization Policy (HHE)
C. Revisit Field Trips and Excursions Policy (IHOA)

On a motion by Mrs. Lamb seconded by Mr. Gagne, the Board unanimously voted to acknowledge the review and revisit of the Employee Negotiating Organization Policy (HHE), and Field Trips and Excursions Policy (IHOA), as presented.

D. First Reading of Class Size Policy

The Board reviewed the proposed policy and methodology for determining the ideal class sizes.

On a motion by Mr. Gagne seconded by Mrs. Buzzell, the Board unanimously voted to approve the first reading of the Class Size Policy, as presented.

Mrs. Lamb advised the Board a policy code would be assigned prior to the second reading.

Mr. Harrington thanked Mr. Kirkland and all who participated in the Class Size Committee process leading up to the Policy’s development.

5. Board Discussion Items

A. Proposed FY ’07 Budget Explanation

Ms. Anderson provided a PowerPoint presentation of Barre Supervisory Union Budgets for FY ’07 that would affect Barre Town taxpayers.

Ms. Anderson discussed the very low per pupil spending throughout the District, noting BTMES was currently 104 of 106 similarly sized schools. Also presented was information regarding the community education tax rate impact, Common Level of Appraisal tax impact, and income sensitivity.

Ms. Anderson encouraged support for all of the District’s budgets.

6. Old Business

Pending Items:
BTMES Admin: Energy Report (12/7) – Pending, Dr. Riggen is still collecting data.

Mr. Harrington explained the “Teacher Data” form distributed was at the Board’s request, and for general statistical data on BTMES teacher staffing. He said the information could also potentially be used as a hiring tool in the future. Dr. Riggen was asked to have the forms completed and returned to the Board at the February 15th meeting.

7. Regular Reports to the Board

The Board was provided written reports in their packets.

A. Superintendent’s Report

Ms. Anderson advised the Board of receipt of a letter from the Custodian/Maintenance/Clerical bargaining unit requesting initiation of contract negotiations. Ms. Anderson will arrange a mutually agreed upon meeting date.

Ms. Anderson also advised that both the Barre Town Annual Report and School and Community Report were available at the Town Clerk’s Office, Superintendent’s Office, and throughout the community, and would also be available on Town Meeting day.

Ms. Anderson announced that voting in Barre City on Town Meeting Day, March 7, 2006, would be held at the Barre City Elementary and Middle School not at the Barre Auditorium.

B. Principal’s Report

Mr. Crowley reviewed current and upcoming events, which may be viewed on the school Web site at www.BTMES.org.

C. Committee Reports

All Committee meetings are held in the BTMES 2nd floor conference room. Approved minutes for each Committee can be viewed on the Website at www.BTMES.org.

  • Facility & Transportation Committee
    The next meeting is scheduled for February 15, 2006, at 4:30 p.m. (3rd Wednesday monthly)
     
  • Curriculum & Teacher Support Committee:
    The next meeting is scheduled for March 8, 2006 **, at 8:00 a.m. (1st Wednesday monthly)

  • Finance & Budget Committee:
    The next meeting, is scheduled for February 9, 2006, at 8:00 a.m. (2nd Thursday monthly)
     
  • Policy & Communication Committee:
    The next meeting is scheduled for February 28, 2006, at 6:00 p.m. (4th Tuesday monthly)
     
  • Student Enrichment Committee
    The next meeting is scheduled for February 2, 2006, at 8:00 a.m. Future meetings will be announced.

Ms. Anderson reported the next regularly scheduled meeting for February 9, 2006 was cancelled.

The next quarterly Tri-Board meeting is scheduled for February 9, 2006, at Spaulding High School at 5:30 p.m.

10. Executive Session

A. Negotiations

At 8:30 p.m. on a motion by Mrs. Buzzell seconded by Mr. Gagne, the Board unanimously voted to enter into executive session pursuant to Title 1 §313, to discuss contract negotiations.
Ms. Anderson was invited into the executive session.

At 9:50 p.m. the Board exited executive session.

11. Next Meeting Dates

Meetings are held on the first and third Wednesday of the month, unless noted. The next Barre Town School Board meeting dates are:

February 15, 2006 – 6:30 p.m.
March 8, 2006 – 6:30 p.m.** Schedule change
March 22, 2006 – 6:30 p.m.** Schedule change

12. Adjournment

On a motion by Mr. Gagne seconded by Mrs. Lamb, the Board unanimously voted to adjourn at 9:51 p.m.
