Call to Order The Chairperson, David Harrington, called the Wednesday, January 2, 2008, meeting to order at 6:08 p.m., which was held in the Barre Town Middle and Elementary School Library, 70 Websterville Road, Barre Town, VT. A flag salute followed. 2. Visitors and Communications
Mrs. Buzzell announced the annual Success by Six “milk and cookies” story hour for children aged birth to six-years would be held at the Aldrich Public Library from 6:00 to 7:00 p.m. on January 15, 2008, with guest readers Mr. Crowley and Mr. Taffel, and that a free book would be given to each attendee. 3. Consent Agenda
On a motion by Mr. Bond seconded by Ms. Moore, the Board unanimously voted to approve the warrants, as submitted. 4. Board Action Items
On a motion by Mrs. Buzzell seconded by Mr. Bond, the Board unanimously voted to approve the Second and Final Reading of Organization of the School Board Policy (BD) for Removal, the Second and Final Reading of Audits/Financial Monitoring Policy (DIE), and Second and Final Reading of Vendor Relations Policy (DJG), as submitted.

On a motion by Mrs. Buzzell seconded by Ms. Moore, the Board unanimously voted to approve the Emergency Management software upgrade purchase, as requested. 5. Board Discussion Items
Mr. Harrington presented the proposed FY ’09 budget, and explained the $478,108 increase (5.21%) over the previous year’s $9,175,629 budget. He said the increase for salaries; health insurance and utilities would only be a 5.13% or 470,913 increase; however, Mr. Harrington further explained in order to provide the most essential items needed for the FY ’09 year, five para-professional positions would be eliminated along with the purchase of one bus. He said these cuts would provide for the addition of one special education teacher, a new math program to replace the discontinued version currently used, and one-half time duplication clerk position. Mr. Harrington said by using $319K of the surplus, receiving a larger than expected CLA adjustment, and anticipated reduction in the statewide property tax the local property tax should be reduced by approximately 2¢, or from $1.08 to $1.06. Mr. Harrington encouraged community members to attend any of the scheduled Finance Committee meetings, to contact any of the Board members, Administrator, or the Superintendent, to provide feed-back or clarification of any of the proposed budget items.
Dr. Conley said the SU budget was still being reviewed and discussed, and was scheduled for approval at the next Board meeting on January 10, 2008. 6. Old Business
Dr. Riggen advised the Board that due to the small number of application received in response to the YMCA’s After School Program that launching the program would be postponed from the anticipated 1/6/08 date to either this summer or later in the fall. 7. Regular Reports to the Board Written reports are typically provided in Board packets. A. Superintendent’s Report Dr Conley advised the Board that a letter was sent to the Reading Recovery Consortium regarding the potential withdrawal of BTMES next year. He said he was looking forward to the completion of the budget preparations and the Board and voters’ approvals.
